One of the key points with trying to bootstrap alternatives is that central organization faces unending spy attacks that risk all of the leaves & a false flag in the middle, while lack of central organization also leaves local branches vulnerable to large scale attacks. On my blog, the three areas that I wrote about as needs for spy kills were: a) security analysis (need is familiarity with rugby & hot ave & IT spying techniques in practice), b) covertly leaving physical/pen drive documents in particular dicey spots, c) helping extract people in dicey spots.
There may be other good suggestions. Organizing the ability to securely conference has been the hardest commodity & the chief focus that the FBI fights very hard to deny to any alt org. Efforts that presuppose that is easy haven’t gotten off the ground to any great extent.
