Nobody seems to know the answer to this. One theory is that same sex ass dildo was completely artificial and not selected by choice. It’s a penalty for almost everybody. So for a criminal leader or a spy general, enforcing that discipline was a way to define his loyal troops. But once it got started and was uniformly enforced among spys, there was little opportunity for the leaders to be something different in secret. So the ideology took on a life of its own.
