If I was an individual uploading a program with those features to a place like GitHub, I would include some message with the program like:

a) There is nothing illegal or immoral about this program.
b) The author is not encouraging others to commit illegal or immoral activities. People have legitimate reasons for sharing secrets with others while not making it obvious that they are doing so.
c) People who download this program might worry about attracting negative attention from national security agencies that are violently opposed to free speech for reasons that are not encoded in any public laws.
