    This relates to other corrupt wings – for example, the private prison industry is clearly much more in favor of increased drug trafficking and doesn’t make so much money from ISIS.

    This issue is related to the question of what the operational part of “The CIA” actually means. Before the CIA was officially created, there was the World War II OSS which was covert but a legit government war effort. In between the OSS and the original covert ops branch of the CIA was Frank Wisner, who joined the Gehlen (Nazi) organization in the immediate aftermath of WWII the drifted back to something called “Office of Special Projects” that did black ops stuff within the State Dept. before it got folded into the CIA and became the controlling part of the CIA. In the first “official” coup in Iran 1953, Kermit Roosevelt, organizing the activity for the CIA, was actual CIA. The CIA quickly decided after that it was better to have less official hands on for black ops. But they were still under CIA rubric. So for example, the CIA had documentary evidence in secret files of ZR/Rifle assassination unit while it was policy not to assassinate and their records of Alan Dulles simultaneously being heavily involved with overseeing/organizing ZR/Rifle while denying it existed and reprimanding people in CIA meetings for suggesting assassination as a policy option.

    Under Reagan, Casey – probably the most debauched of all CIA directors – went a lot further in terms of taking operational control out of the CIA and putting it in all sorts of private shadow organizations, which would then be involved in organizing money laundering, arms smuggling, slavery, narcotics trafficking, and coups.

    The upshot of all that is that in the modern era, “The CIA” black ops are never officially part of the CIA, the CIA analysts in offices are never in the loop about most of the operations. So what does it mean that “The CIA” controls them? Who controls them and how does it happen? The explanation that makes the most sense is “The Deep State” controls them, the Deep State is primarily the controlling part of the National Security State, but also controls key assets outside of the “Security” such as the exec editors of media outlets. And the leaders of the “Deep State” controlling national security may not be the nominal heads of the CIA/FBI, NSC, or DOD, though the Deep State functions a lot more fluidly when they are closely working together, on the same page.

    That arms at a distance setup is a reason why there can be political or even real wars within the National Security State that the public never sees or hears about. There can by “spy vs. spy”, with all the spies being US or allies, and none of them being official spies. Only a small percentage of modern covert and clandestine activity is official anything. It’s mostly an underworld of covers.

      This setup also gives another reason why the FBI is kingmaker. In the first place, the FBI false “investigations” provide cover for all sorts of false flag and criminal activity. In the second place, the FBI will never investigate the part of the Deep State that is on its side at that moment. In the third place, the FBI can always find some reason to charge a rogue part with being criminal, treasonous, or a public enemy. Within the FBI, pyramid hierarchy remains pretty well intact. So the covert leadership of the FBI ends up saying which part of the Deep State is king, in practice. The only way for other parts to rebel against the Deep State is to do so out of the eyes of the FBI and without being exposed to be painted as criminal. That position is so much weaker than having FBI guns and liars working for you, that the FBI side is always bound to win unless the other side can replace the FBI leaders or change the system.

        What motivates the leadership circle of the FBI? Can they be persuaded or bribed? Can they be replaced on the fly or only by appointment? I don’t have any info or good way to speculate about it because the info is so sparse. I can see circumstantial and sometimes profound evidence of FBI involvement/participating/coverup with most major national crimes – almost all the ones bearing on national security. But what do they get out of it besides boosting the National Security State budget and their political/legal power?? The FBI public reputation is not as strong as it once was. It’s not clear that the leaders gain any enormous wealth. Is sex enough of a motivation??? Or maybe they actually get replaced pretty often and the public simply has no idea, so the real leaders function by replacing the bodies in the FBI roles??? Dunno. With no data, it’s all speculation. No super high level FBI person has ever published a tell all. That, by itself, is a very profound record of fascist control for America’s “Justice Department”.
