    Initiating, maintaining, & improving authenticity, security, & robustness of the networks will involve some amount of sneaker net & direct inspection. In many cases, part of that can be efficiently integrated into the local social community that each given person is part of. Getting it started & repairing it from a purely timely network viewpoint will often involve sneaker net & local inspection of relevant gear.
