    One way of analyzing – describe partial dependencies between the items in a boot or reboot situation. Make sure that for each subset of down/broken, there is a way to make the dependency description a lattice (without loops), and a way to avoid thundering herd issues. Then check that each lattice is viable to complete the mission in a reasonable amount of time.
