joshRe paper above – in the network relay context, a decision can be made about which messages to role into a give batch. Perhaps the optimization above can be combined with OR work on job shop scheduling to yield pseudo-optimal algorithms in that context. AFAIK, that result is also relevant to international cable link transmission that companies like Google have invested a lot of work in.

joshI was only able to glance at the paper. I gathered that a mapping of the theoretical hardness result to a networking case is something like this: a node is considering multi-path scheduling & wants to compute a way to do it so that all paths are expected to finish as close to the same time as possible – the complexity growth of this problem in the number of different jobs being scheduled is NP-hard.
In many instances of job-shop scheduling, optimization can be represented as L1 minimization and solved using linear programming – things like differences in delays get mapped to extra slack variables to be minimized. In linear programming, the popular Simplex method is known to be not a polynomial time algorithm because of worst case behavior, though the avg. time is polynomial. There is a special Karmaker algorithm which guarantees polynomial time performance, though it is not usually as good in practice. Q: What is the element in the problem setup that prevents using Karmaker algorithm on the differences in times? Is it only a non-linear penalty function or something else?
